Annex F – Previous Designations for Final Level Grievance and Human Rights

- I, Jim Judd, Deputy Minister of National Defence, pursuant to the authority given to me in the Treasury Board Policy on Claims and Ex gratia Payments:
- designate the General Counsel of the Office of the Nationl Defence and Canadian Forces Ombudsman to be the Human Rights Coordinator (Office of the Natonal Defence and Canadian Forces Ombudsman) to:
- negotiate and pay settlements under the Canadian Human Rights Act and in respect of Human Rights Tribunal orders under the Act wich are not made orders of the Federal Court where such settlements involve complaints by civilian employees of the Office of the National Defence and Canadian Forces Ombudsman or complaints by members of the public against civiian emlpoyees of the Office of the National Defence and Canadian Forces Ombudsman, in acordance with the procedures and monetary limit set out in Treasury Board Policy on Claims and Ex gratia Payments as if payment were liability payment for a tort with the related funding provisions: and
- record and report all payment to the Public Accounts.
- designate the General Counsel of the Office of the Nationl Defence and Canadian Forces Ombudsman to be the Human Rights Coordinator (Office of the Natonal Defence and Canadian Forces Ombudsman) to:
- I designate the Ombudsman of the Office of the Naitonal Defence and Canadian Forces Ombuman as the final level grievance representative under the Public Service Staff Relations Act and CPAO 7.07 for grievances by employes of the Offfice of the National Defence and Canadian Forces Ombudsman.

- I, Robert Fonberg, Deputy Minister of National Defence, pursuant to the authority given to me in the Treasury Board Direcitve on Claims and EX gratia Payments:
- designate the General Counsel of the Office of the National Defence and Canadian Forces Ombudsman to be the Human Rights Coordinator (Office of the Natonal Defence and Canadian Forces Ombudsman) to:

- I, Robert Fonberg, Deputy Minister of National Defence, designate the Ombudsman of the Office of the National Defence and Canadian Forces Ombuman as the final level grievance representative under the Public Service Labour Relations Act and DAOD 5026-0 for grievances by employes of the Offfice of the National Defence and Canadian Forces Ombudsman. The Ombudsman will conform to the Labour Relations monitoring framework and will use HRMS CG 8.9, Civilian Human Resources Management System.
- This minute supersedes the minute signed by the Deputy Minister of National Defence on 12 February 2001.
