Canadian Rangers Tasks and Operations

This guide is intended to provide information specific to the tasks and operations of Canadian Rangers.

Who are the Canadian Rangers and who do they report to?

The Canadian Rangers are a sub-component of the Reserve Force within the Canadian Armed Forces (CAF) that provide a CAF presence in northern, coastal and isolated areas of Canada which cannot conveniently or economically be covered by other elements of the CAF.1 They constitute approximately 5000 members and reside in over 200 communities across Canada.2

The Canadian Rangers are organized into five Canadian Ranger Patrol Groups that cover distinct geographical areas. Each Canadian Ranger Patrol Group is headed by a commanding officer and falls within a Division or Joint Task Force North chain of command.3 A Canadian Ranger Patrol Group is comprised of a headquarters and a group of Canadian Ranger patrols that are detachments of the Patrol Group.4 Each patrol consists of a minimum of eight Canadian Rangers.5

The Commander of the Canadian Army is the Canadian Ranger National Authority. This authority is delegated to the Chief of Staff Army Reserve.6 The Canadian Ranger National Authority is responsible for developing Canadian Ranger policies and carrying out all Canadian Ranger personnel management (including administration, finance, equipment and supply management, and training).7

While the Canadian Rangers report formally to the Canadian Army chain of command, they also have a functional reporting relationship with the Canadian Joint Operations Command for all land operations conducted within Canadian territory.8 These operations (for example, Search and Rescue) require the approval of the Commander of the Canadian Joint Operations Command.

What kind of tasks and operations do Canadian Rangers take part in?

The Canadian Rangers have three broad categories of tasks:9

  1. Conducting and providing support to sovereignty operations (e.g. they are a Canadian Armed Forces presence in Canada’s North);10
  2. Conducting and providing assistance to Canadian Armed Forces domestic operations; and
  3. Maintaining a Canadian Armed Forces presence in the local community.

Within these broad categories, the Canadian Rangers provide a range of specialized services within their areas of operation, including but not limited to:

  • Reporting suspicious and unusual activities and collecting local data of military significance including coastal and inland water surveillance;
  • Providing local knowledge and Canadian Ranger expertise (e.g. providing survival expertise to regular force members);
  • Participating in Search and Rescue operations;
  • Providing support in response to natural or man-made disasters and humanitarian response operations;
  • Instructing, mentoring and supervising the Junior Canadian Ranger Program.

Canadian Rangers only operate within Canada and are not employed for non-Canadian Ranger related activities.11

In addition to their participation in tasks and operations, Canadian Rangers also train regularly in key activities such as navigation, weapon safety, and first aid.12 Each Canadian Ranger Patrol undertakes a minimum of one on-land exercise per year.13 New members of the Canadian Rangers undergo ten days of orientation training.14

How does class of service affect tasks and operations?

Canadian Rangers are only considered on duty when training has been authorized or a task has been assigned to them.15 In those cases, a Canadian Ranger is placed on a class of service (“A”, “B”, or “C” Reserve Service)16 and is entitled to compensation, limited healthcare, and other related benefits.

How is class of service determined for tasks and operations?

It is important that Canadian Rangers be placed on the appropriate class of service for the tasks they perform to ensure they receive suitable compensation as well as related healthcare and other benefits should they become ill or injured while on duty.

In fall 2013, the Canadian Army created a framework to distinguish Canadian Ranger tasks under the Canadian Army lead from those under the authority of the Canadian Joint Operations Command. The Canadian Ranger Patrol Type Matrix, as it is known, also provides guidelines for the determination of class of service for the corresponding Canadian Ranger tasks:

Canadian Army lead:

Type 1 – Basic Training (e.g. field training, traditional skills, mentoring Junior Canadian Rangers) – Class “A”;
Type 2 – Individual Training (e.g. building leadership traits) – Class “A”;
Type 3 – Collective Training (e.g. familiarization with other patrols/communities) – Class “A”;

Canadian Joint Operations Command lead:

Type 4 – Training, Exercise, and Event (e.g. support to Canadian Armed Forces training/exercises) – Class “A”;
Type 5 – Domestic Operation (e.g. conduct or assist in Search and Rescue) – Class “A” or “C”;
Type 6 – Sovereignty Operation (e.g. enhanced sovereignty patrols) – Class “A” or “C”.

Most of the tasks assigned to Canadian Rangers result in short periods of Class “A” Reserve Service, but specific operations usually related to Search and Rescue can result in Class “C” Reserve Service.

The approval authority for Class “C” Reserve Service for all qualifying operations is the Commander of the Canadian Joint Operations Command. A risk assessment must always take place to assist in the determination of class of service, and Class “C” should always be considered if the event is to take place outside of the community (for example, Search and Rescue).17

Once a particular operation is deemed Class “C”, all participating Reservists, including the Canadian Rangers, are placed on Class “C” Reserve Service, regardless of their specific role in the operation.

What is “life and limb”?

Life and limb situations are defined as the “rescue and evacuation of individuals in emergency situations, emergency life-saving treatment, [and] the safeguarding of public health”.18

The Commanding Officers of each Canadian Ranger Patrol Group have been vested the discretionary power to authorize Search and Rescue operations in urgent situations requiring an immediate response.19 In life and limb situations, Commanding Officers may deploy a Ranger patrol immediately in order to save lives within their area of responsibility.

Class “C” Reserve Service will always be considered for Canadian Rangers who participate in life and limb Search and Rescue operations, at the authority of the Canadian Joint Operations Command.20
