Minister Response Regarding PLD Program

Dear Mr. Walbourne:

Thank you for your correspondence of November 20, 2015, about the Canadian Armed Forces (CAF) efforts toward renewing the post-living differential (PLD) and the transitional post-living differential benefits, and requesting an update regarding the timeline for decision and implementation. I regret the delay in replying.

Since the last update provided to you by the Chief of the defense Staff in his correspondence dated September 22, 2015, the CAF has resumed discussions with Treasury Board Secretariat (TBS) officials and has prepared a new TB submission to update this very important benefit.

As a renewal of this program remains under negotiation with TBS officials, I am unfortunately neither in a position to disclose further information nor to provide timelines for implementation. These restrictions equally limit the information that can be shared with CAF personnel. Although I hope for an expedient renewal of the PLD program, several elements of the TB submission process are outside DND control.
