Dear Mr. Walbourne,

CANADIAN FORCES BASE KINGSTON –
RESIDENTIAL HOUSING CONCERNS

I am writing to provide an update on the recommendations you had identified from your recent visit to Canadian Forces Base Kingston.

Housing Priority

As you are aware, CFHA adheres to DAOD 5024-0 – DND Living Accommodation and the DND Living Accommodation Instruction. This instruction, which is issued under the authority of the Commander Military Personnel Command (CMPC), has not been updated since March 30th, 2007. However, the eligibility criterias, set within these policies, are currently under review by the Living Accommodation Working Group (LAWG) on behalf of the Accommodation Board and the Canadian Forces Housing Agency (CFHA) has been actively involved in this review. It is expected that by the end of the current fiscal a revised policy will be issued. The well-being of CAF members and their families is one of our top priorities and your recommendation will certainly be brought forward to the LAWG for consideration.

Fencing

Occupants are currently permitted to leave an existing fence erected when moving out, however, they must attain a signed memorandum between both parties should the occupant wish to transfer a fence to an incoming occupant. To absolve the Crown of any liability issues, the memorandum must indicate acceptance of the terms and conditions and must be submitted to the Housing Service Centre to march out.

The Canadian Armed Forces members and their families often encounter many stressors that will impact their move and CFHA is dedicated to improving their relocation experience. With that said, we are always looking at ways to improve our service to CAF members and improve the customer experience.

I would also like to thank you for taking the time to visit with our local CFHA team despite your busy schedule. I know from staff feedback that it is very much appreciated.

Sincerely,

David Thompson
