Response from ADM (HR-Civ) concerning Ombudsman’s visit to 5 Wing Goose Bay

Thank you for your letter of 7 May 2015, addressed to Ms. Bennington, the former Assistant Deputy Minister of Human Resources-civilian [ADM(HR-Civ)], following your visit to 5 Wing Goose Bay. Our organization appreciates you bringing forward employees’ concerns with respect to classification, specifically in the area of service delivery. My apologies for the delay in responding.

As you may already be aware, ADM(HR-Civ) has offered classification services through a central service portal called E-Class since 8 September 2014. The objective of the centralization initiative was to accelerate and streamline service-delivery across the Department. Our business processes were redesigned and new electronic IM tools were developed to enable measurement of performance tracking system, we are pleased to inform you classification services delivered to managers in Goose Bay since September 2014 have been completed, on average, within a two week timeframe.

Several discussion with managers at CFB Goose Bay concerning the classification of civilian positions have been held over the past few years however they did not necessarily result in classification requests. In some situations, classification actions were initiated but could not be completed due to missing information. We frequently remind managers they are responsible for providing complete and accurate information related to their organization requirements

If you have concerns about specific positions, our staff will be pleased to provide detailed information regarding the services provided or circumstances causing exceptional delays in the processing. Managers may obtain updates on their classification requests simply by contacting their HRO or sending their query through the E-Class mailbox.
